The direct answer: file anyway — late reports can still be submitted through the province's reporting portal, and a late filing is far better than no filing. The missed obligation doesn't expire; it stacks on top of the next one.
Why "better late than never" is literally true here
Ontario's reporting runs on a 3-year cycle (2014 → 2017 → 2020 → 2023 → 2026). If you missed the December 31, 2023 report, you still owe it — in addition to the December 31, 2026 report. Waiting doesn't shrink the problem; it doubles it. And if a director has already ordered you to file, complying promptly is the single best thing you can do for your position.

Submit the missed cycle's report through the portal, then make sure the December 31, 2026 filing is handled properly. We can do both in one engagement.
What about penalties for the late filing?
A director can still attach an administrative penalty to a compliance order for the missed cycle — the real fine scale is here. But voluntarily filing late, before you're ordered to, is the strongest possible position. The organizations in the most trouble are the ones that keep not filing.
